Frankfort Resident Named Superintendent of Cook County School District 130

Following unanimous approval by the Cook County School District 130 Board of Education at a Special Meeting on May 5, 2014, Tina L. Halliman, Ed. D. has been hired as the new Superintendent, effective May 26, 2014.  Dr. Halliman was presented with a three-year contract and she fills the position following Dr. Raymond Lauk, who has led the District since July 2009.  She returns to District 130 after serving in multiple capacities as an employee, but is also a former resident of Blue Island and former District 130 student.

“After a lengthy and thorough search for a new Superintendent for District 130 it is with great pleasure the Board of Education and District 130 staff welcomes Dr. Tina Halliman,” said Board President Steven Cheversia.  “Dr. Halliman started as a student and moved up as an employee and has covered various spectrums in our District.  She possesses an understanding of our mission which gives her a good foundation to fulfill both her and the District’s vision which will benefit the children of all of our communities.”

The Board selected Dr. Halliman after interviewing a number of highly qualified applicants for the position.  The Illinois Association of School Boards also assisted the Board with the evaluation of candidates and the overall search process.  The process included an online survey and a committee of district staff, Board members and community members who participated in the interview process.

An administrator in Illinois since 2006, Dr. Halliman has held several educational leadership positions.  Most recently, she served as the Assistant Superintendent for Pupil Personnel Services and State Director of Special Education at Oak Park River Forest High School where her primary responsibilities included providing leadership and guidance to the Special Education Department and the Health Services Department.  She also served in leadership capacities throughout the district in a variety of areas such as curriculum, assessment, finance, and performance evaluations.  Her experience also includes serving as the Administrator for Pupil Personnel Services at Cook County School District 130; Dean of Students, District Staffing Coordinator, Resource Teacher, Special Education Teacher and School Social Worker at Homewood-Flossmoor High School; and a Clinical Coordinator and Assistant Principal at Infinity School of Chicago.  She began her career as a Family Worker for Two Rivers Head Start in Elgin.  Later she served as a Mental Health Professional Counselor and Team Leader at Linden Oaks Hospital while concurrently serving as a Case Manager at Community Economic Development Association.  She was the first Crisis Intervention Coordinator employed at Cook County School District 130.

In her eight years of district-level administrative experience, Dr. Halliman has garnered skills in facilitating systemic change throughout the district; financial management of multi-million dollar budgets; School Improvement Planning; facilitation of strategic planning sessions; expert level understanding of the Response to Intervention requirements; curricular mapping process; development of researched based instructional strategies and staff development programs; management of staff and budget on state and federal grants; and special education and school laws.

Dr. Halliman’s education includes a Doctorate of Education from Loyola University Chicago, a Master of Science in Special Education from Dominican University, a Master of Social Work from Aurora University, and a Bachelor of Arts in Psychology from Northern Illinois University.  She has served in a number of service and community organizations, including the Saint Xavier Educational Advisory Committee, as an Executive Director, Board Member and Consultant at Youth First Connections, Inc., and is an annual contributor to the Robbins Alumni Association scholarship fund.  She has held memberships in professional organizations as well, such as the Women’s Network of School Administrators, Illinois Alliance of Administrators of Special Education, Association of Supervision and Curriculum Development, Council for Exceptional Children, and the International Honor Society in Education, Kappa Delta Pi.  She has presented sessions addressing disproportionality, adversity and data-driven decision making, transportation and various special education topics.

A resident of Frankfort, Dr. Halliman has been married to her husband Collin Halliman, a financial advisor, since 1998.  They have three children. Dr. Halliman enjoys reading and attending her children’s various sporting events.

Cook County School District 130 serves nearly 4,100 students at 13 school sites.  The district serves portions of the communities of: Alsip, Blue Island, Crestwood and Robbins.
