Board Roundup: White Street Concept Plan Receives OK

Members also approve plans to build new sidewalks around U.S. Route 45 and buy two new trucks for the Utility Department.

The Village Board approved other legislation as part of its unanimous consent agenda at Monday's meeting. Here are the details:

The request: Adoption of the 1 N. White St. . 

What it means: The concept plan, which was created by the commission in conjunction with community organizations and public open houses, lays out a series of development principles for use of the old Fox Lumber land. Village officials want to use the concept plan as a marketing tool for potential developers of the area, providing suggestions for such things as office and retail buildings, condos and even a fountain.

According to the plan, some of the development principles include:

  • Creating additional open space with active and passive amenities.
  • Providing additional vehicle access to Nebraska Street if possible.
  • Maximizing retail building frontage along White Street.
  • Improving pedestrian and visual connectivity between Prairie Park and Breidert Green.

Any comments by the board or public? Board members praised the plan and the work the commission did on it. Trustee Mike Stevens called the project "important to our town," and Trustee Cindy Heath said the project lays the groundwork for the village to make agreements quickly with prospective developers.

Asked by Trustee Dick Trevarthan if any developers had expressed interest in 1 N. White St., Planning Supervisor Zachary Brown said he has had some people curious about the plan and what the village was envisioning. However, there have been no formal developer proposals, he added. 

How did it pass? Unanimously.

The request: Drafting design and bid documents to add two sidewalks around U.S. Route 45, one on the west side from Culver's to St. Francis Road, and the other on the north side of Colorado Avenue, from Route 45 to the first entrance of Linconl-Way East High School. 

What it means: The cost of adding these two sidewalks is estimated at $130,000, and the Village Departmental Operations Committee recommended using the surplus from a $180,000 Department of Commerce and Economic Opportunity grant to fund the construction. The amount of the construction cannot exceed $240,000.

How did it pass? Unanimously.

The request: Buying two Ford F-350 trucks for the Village Utility Department. 

What it means: These trucks would replace a 2000 Ford Expedition that no longer runs and a 2007 Ford F-250 that was stolen. The price of the replacements cannot exceed $26,514 each.
