A Bloomington man claiming he was left to dangle from a van by his chained arm while in the custody of the Will County jail sued the warden, a nurse and a guard for $10 million.

Mikeren Turner, 44, filed his lawsuit at the Joliet courthouse.

The suit said Turner was an inmate at the county jail when he was transported in a van to court for a Nov. 5 hearing.

After returning to the jail, Turner, handcuffed and chained to another prisoner, slipped on rainwater, fell and was "left dangling by his left arm, from the back of the transport van, for approximately 10-15 minutes," the suit said.

A correctional officer was present but "did nothing to assist" Turner, the suit said.

A nurse "then responded to the scene from her station in the booking area (but) refused to provide medical attention to (Turner), stating, 'I'm not touching him,'" the suit said.

After "begging for help" as he hung from the van, Turner's handcuffs were unlocked and he "fell to the floor," the suit said.

Turner was jailed after sheriff's police arrested him on charges of driving on a revoked or suspended license, operating an uninsured motor vehicle and speeding. The case against Turner was dismissed on Dec. 3.
