Report: Ex-Police Chief Piscia Drops Pension Fight
Frankfort Police officers questioned the police pension credits earned over the past two years by Rob Piscia, a former chief and current assistant village administrator, the Chicago Tribune reports.
Former Frankfort Police chief and current assistant village administrator Rob Piscia last week withdrew his police pension credits claim, which had come under fire from a state agency and some officers on the force, the Chicago Tribune reports.
At issue was Piscia collecting police pension credits after stepping down as chief to take the assistant village administrator job in 2010, the report said. The Illinois Department of Insurance, which oversees the state's local police pension boards, agreed with some Frankfort Police officers that Piscia should not have been eligible for those credits, the report continued. Those officers formally brought up the issue with the Frankfort Police Pension Board, the report said.

Piscia initially claimed he was entitled to the police pension credits earned over the past two years because he did some police work during that time, the report said. However, that police work doesn't ensure pension credit eligibility, and Piscia dropped his fight last week before a hearing Monday, Sept. 17, to avoid any further controversy, according to the Tribune.
If Piscia would have kept those two years of credits, which applied to his higher administrative salary, he would have earned about $9,000 a year from his pension, going from $66,000 to $75,000, the Tribune calculated.

I want to thank the police officers who stepped up an questioned the pension credits. If more people did this we wouldn't have pensioners collecting who do not qualify. Maybe our mayor ought to look into the ethics of his assistant village administrator.

Mayor Holland, the Village Board, and Village Administrator Jerry Dukay need to come clean and explain How and Why this happened. What is a DISTRACTION ? Mayor Holland needs to get some answers on what took place and who approved the pension padding scam......Where is the INTEGRITY ??

the tribune story says that the pension credit will be set back to the time he was police chief but that he will still get the benefit in the formula of the higher salary. The pension code says that the salary used in the formula should the "the salary attached to the rank at the time of retiremen." The only salary that should be used in the calculatiion is the police chief salary,not any increase becuase he had Village administration duties.

Yes, he got caught, but thinks this is going to go away.....The Village Board needs to see that this NEVER happens again and remove the person who approved this scam from the Village payroll. Do the right thing....Village Board....take action now before the situation escalates.

It's time for Mayor Holland and Village Administrator Ducay to address this issue and not try to continue to hide it! They work for the citizens of Frankfort not the other way around. Many of us realize that it is time for the Mayor to step down and for both Ducay and Piscia be immediately replaced with only one person that has good character, ethics, morals, and will abide by the law as the Village Administrator. Time to clean up Frankfort! Out with the Trash!!!

Crook County has nothing on the Village of Frankfort.
Village Administrator Jerry Ducay makes $142,000+ per year, full benefits, retirement, expense account, plus get a top pf the line new Ford Expedition with the tow package to pull his personal boat and family to and from the lake. Yes it does include gasoline and insurance! Nice perk!
AND;
Assistant Village Administrator Robert Piscia makes $117,000+ per year plus all of the same benefits as Jerry Ducay who also has a Village of Frankfort top of the line Ford Expedition with the tow package so he can pull a trailer to haul his kids stuff back and forth to college. Another nice perk!
All bought and paid for by the hard working citizens of Frankfort.
They should be driving cars that get about 30 to 40 miles per gallon and not these gas eating SUV's, but then they could not pull their boats and trailers!
Mayor Holland where are you? The taxpayers needs to know! Are you aloof with Jessie Jackson Jr.?
Once again I am calling for us to throw out the trash!

I just heard Holland has announced his reelection for Mayor. Are you kidding me! A Mayor who stated he did not know about Piscia's pension benefits. Your the Mayor, you should know about all of your staff's pension especially when it is illegal. I agree that we need a new Mayor. Holland you have overstayed your welcome. Do you really think that just because there was an article in the Tribune, that it was all factual? All im saying is that all these people here are bashing someone without knowing any of the facts. How do you or anybody else actually know what really happened? I certainly dont know about any pension deal thats why I am not accusing people of any wrong doing until there is actually proof and not just some newspaper article in the Tribune. You have to know that not everything you read or hear is true, because you do sound like an intelligent person. As for you saying I may be "Part of the Problem" and calling me a "Good Old Boy" I dont even know them. It just seems crazy to me that all these people are basing their opinions on a Tribune article. But my problem is if this was something that was wrong isnt there some kind of committee or special board that looks at this stuff.? If he was doing something so wrong then why didnt this come up earlier? What are the people on the committee doing? Do you think this could be certain people with a grudge that want to make trouble? I just find it hard to believe that if this was such a big deal, that the pension committee would have stopped it earlier. Who is on that committe anyway, do you know?

Apology accepted. There is a Pension Board that oversees the Police Pension. The Board has several different types of people on it. Usually it consists of an active police officer that is chosen by active members of the police department, another member is a retired officer that is chosen or elected by retired officers that are on pension. The remaining people are appointed to the position, usually appointed by the Mayor. The Village Board may have some input as to who is appointed, but that varies with different pension plans.
What happened is a BIG DEAL, someone authorized or permitted the former Chief of Police to continue contributing to the Police Pension Fund. How this happened is unknown, but the TRUTH will come out and someone will be accountable for allowing this to happen. The Mayor stated that he was not involved with the pension process, but somehow Mayor Holland and Jerry Ducay were involved with making an offer to Chief Piscia and have him relinquish his position and assume the Assistant Village Administrators position. Now don't you think that there was conversation amongst the three people involved that pertained to duties, responsibilities, benefits, salary, pension etc.
Who made the call to allow Piscia to continue contributing to the Police Pension fund rather than to lock in his pension, and start contributing to the IMRF Pension. The Illinois Municipal Retirement Fund covers non police employees of the Municipality.

The Tribune carried the story, and I am glad that they did. Frankforts elected officials need to be accountable for this attempt to enhance the pension of the former police chief.
When a shoplifter, embezzler, or bank robber gets caught, if he agrees to give the proceeds of the crime back, is it forgotten....should it be forgotten ?? I think NOT,
The Police Officers that brought this to the attention of the Pension Board should be PROUD of themselves for doing the RIGHT THING !!!

Hey Ben. My instincts tell me either you are a village hall employee or a spouse of a village hall employee. Everyone else with comments is upset as it would seem as a taxpayer, citizen, former, or current village police offier. Let people voice their concern about the double dipping pensions. Did you read about whats going on in New Lenox. Illinois is broke from the pension crisis. My boyfriend knows many officers in Frankfort and New Lenox and they are all very upset. I'm surprised you are not! And you are worried about spelling when you slam scorpion so it does appear you may be one of the people in question. Think about that.

Christy I can tell you honestly I am neither a spouse or a hall employee, and I never said they couldn't voice their concerns. I just feel like all these people are slamming others and non of them have the facts. Before I accuse peopel of things I probably would like to at least know a little bit about the facts. Who knows what really happened, several police officers did bring it up, and the Tribune got involved. Piscia agreed to not seek the full pension enhancement and the Pension Board then dropped a scheduled hearing. Maybe the two officers on the pension board were friends of Rob Piscia or maybe they weren't.
The fact remains that someone got caught with their hand in the cookie jar. Doesn't that upset you ??

So there are two Officers on the committee and not one of them said something before now? They are on the committe for a reason, and it seems like they have no idea what the rules are, or what they are doing. Maybe the whole committe needs to be replaced with people that know the rules, so they can let people know what they are and are not allowed to do. Why have the Mayor or Trustees failed to respond to this issue ?? Did all or some of the Trustees know about this deal.....from what I have been hearing, some Trustees did not know. You know that they all read this Patch Frankfort....WHY are they so quiet ???
The Committe needs to answer some questions also. Were they advised about this action ??? Did any of them question what was going on ?? Were there meetings on this ? How about notes, memo's. directives etc. regarding this action. Someone who knows needs to come forward !!! Don't forget, the Mayor appoints the civilian members of the Pension Board. You are right, the INTEGRITY is being questioned, but NOBODY is answering with the FACTS.

Ever read the Slop Sheets ?? These are the papers usually found near the check out counter of the supermarket. The STAR, ENQUIERER (sp) etc., they can usually break a story before anyone else. Most of the time, their headlines deals with famous people, politicians, actors, etc.....The stories are initially denied, but most often are found to be truths. Newspapers don't just spin stories to sell newspapers. Some one gives them some info, and they usually print credible information. In this case, the officers challenged the pension scam, and the perpetrator (Guess Who), got caught and decided to make a deal to settle the issue without a hearing. How NOBLE was that ???

Sorry, I was mistaken. The Pension Board consist of the Village Treasurer, two police officers, one retired police officer and two civilians appointed by the Mayor. They meet quarterly, but it is weird, that if you look at the Village calender, the Pension Board meetings do not show up on the list of scheduled meetings. If they do show up, they list an agenda, but NEVER have minutes available. Does anyone know the names of the Pension Board members ?? Is Demetrius Karos still the Village Treasurer ??? Does he know anything about the deal made to enhance the pension of Piscia ?? Who is the retired officer on the Board ?? Who are the civilians ? Who are the employed officers ? When is the next meeting and where will it be ???

be in a few years? We need to have these positions reviewed by an independent

If he stays working in Illinois Municipal Government for at least 8 years, he will be vested in the IMRF Pension and will receive another pension. It will be a reduced amount unless he works for a long period of time. He will be contributing to the fund, and will receive the benefits he deserves. That is unless he and others find a loophole to bilk the pension system for more money.
You are correct MARSHA, do we really need an assistant administrator ? Why does he need a take home vehicle ...why can't he use a pool car for his travels or leave the vehicle at Village Hall and only use it for official business instead of for personal use. This Mayor needs to address some important issues before the next election.
